Type the size you need.
Type the limit your chat app, email or upload form shows, or press 10, 25, 50 or 100 MB. The page reads the video's length and its sound's bitrate first.

Type the size you need, and your browser re-encodes the video to fit it, as H.264 in MP4. Then Solipsium checks its sound for hum, noise and clipping.

How it works
The page works out a bitrate from your target, and your browser's own video encoder writes the new file on your computer. The check that follows is a browser copy of the scan Solipsium's editor runs.
Type the limit your chat app, email or upload form shows, or press 10, 25, 50 or 100 MB. The page reads the video's length and its sound's bitrate first.
The page divides the target by the length, takes off the sound's share and aims a little under. It never asks for more than the bitrate this site's video enhancer uses for that picture size, so a large target does not pad the file.
It writes H.264 in MP4 at that bitrate. The page then compares the finished size with your target.
The quick check listens to the first five minutes for clipping, dropouts, hum, background noise and muffled sound. You can then hear its first 20 seconds repaired, with no account. Solipsium's free try is built for speech.
Questions
No. Your browser reads the video, re-encodes it and writes the new file on your device. Only if you press Repair the first 20 seconds does any sound go to Solipsium, never the picture, and Solipsium keeps only its first 20 seconds and deletes them within an hour.
It comes close. An encoder lands near the bitrate it is asked for, so the page aims a little under. When the file comes out over, Make it again asks for a lower bitrate, worked out from how far over it was.
At a small target, yes: fewer bits a second make a blockier picture, most of all in motion. The page warns when the picture gets less than a quarter of the bitrate this site's video enhancer uses at that size. Half the width and height spreads what is left over fewer pixels.
Services change their limits, so type the one your service shows today. The page counts a megabyte as 1,000,000 bytes, the smaller of its two meanings, so a file under your target fits a limit counted either way.
H.264 in MP4 plays on most phones and computers. Where your browser has no H.264 encoder for the size, the page writes VP9 in MP4 and names it in the plan before you start.
Keep as it is copies AAC, Opus, MP3, FLAC, AC-3, E-AC-3 and DTS sound into the new file, and encodes any other sound, such as a camera's PCM, at 128 kbps. Choosing 128, 96 or 64 kbps encodes it at that bitrate. Encoded sound is AAC, or Opus where your browser has no AAC encoder. A lower sound bitrate leaves more of the target for the picture. Only the first sound track is kept.
MP4, MOV, MKV and WebM files your browser can decode, up to 30 minutes, 60 frames a second and 10 GB, in ordinary 8-bit colour. The new video is at most 1920 x 1080 either way up, so a larger one is written at half its width and height.
Solipsium works on voicemails, voice memos, answering machine tapes and camcorder audio.
The check and the 20-second try need no account.
