It is decoded by your browser's own decoder at 8,000 samples a second, which is plenty for a picture. Every channel counts toward each column.

The PNG is saved at the size you chose. The SVG is the same drawing as vector paths.
How it works
The recording is split into equal slices, from 16 to 400 of them, and each slice becomes one column as tall as its loudest sample or its average level. The tallest column fills the picture, so a quiet recording draws as large as a loud one.

Bars draws a rectangle for each column, Filled one solid shape through them, and Line its outline. Pick the wave colour and the background, or leave the background transparent. Move Start and End to draw only part of the recording.
The PNG has the pixel size you chose, up to 4800 x 1600 or 3000 x 3000. The SVG holds the shapes as paths, which a printer or an engraver can scale to any size.
Questions
A PNG is a grid of pixels at the size you chose, which suits a phone screen or a post. An SVG describes the shapes, so it stays sharp when it is printed large.
Use the SVG. A PNG prints sharp up to its pixel size: 4800 x 1600 pixels is 16 by about 5.3 inches at 300 dots an inch.
Yes. Move Start and End, and the picture redraws as you move them.
Each column covers one slice of the recording. In a long recording every slice holds many words or beats, and nearly every slice has a loud moment, so the columns come out the same height. Draw a shorter part, or set Height from to Average level, which draws quiet stretches lower.
Save a PNG at 1920 x 1080, the size of a full HD video, and use it as the picture in MP3 to MP4.
