Real-ESRGAN on Solipsium's video enhancer

The Strong, slow detail setting of the video enhancer at /video-enhancer.html
enlarges each frame in your browser with Real-ESRGAN's realesr-general-x4v3
network, by Xintao Wang and colleagues. Real-ESRGAN's code is under the
BSD 3-Clause licence below. Solipsium wrote its own WebGPU shaders for the
network; the numbers are the release's own weights, stored as half floats.
With Keep grain set to Some or Most, the page blends them with the same
release's realesr-general-wdn-x4v3 weights, as Real-ESRGAN's -dn option does.

The weights state no licence of their own; Real-ESRGAN's issue #677 has
asked about them since 2023. Server video enhancement, when it is offered,
runs the same network on Solipsium's servers.
